Is redaction permanent?▾

Yes. Redacted content is permanently removed from the PDF — not just covered. The underlying data is deleted.

Is redaction the same as adding a black box?▾

No. Simply covering text with a black box still leaves the text selectable underneath. Proper redaction completely removes the data.
